    Implementing smoke free law is the most effective method that crabs the epidemic of tobacco use and protects the public from the secondhand smoke exposure. However, it is a huge challenge to formulate a smoke free law in China which would coincide with the Articles of FCTC. The authors reviewed the legislation process of the tobacco control ACT in Tianjin and addressed the experience and achievements on developing a smoke free law promoted by social mobilization, policy advocacy, dissemination and smoke free environment creation promote more smoke free laws in city and regions.

    Shanghai’s Smoke-free Environment Regulation, the first law of its kind promulgated by the provincial people’s Congress in mainland China, was implemented in March, 2010. The consecutive years of sample monitoring data on the settings banned of smoking by the regulation showed that in comparison with the regulation implementation before, violation in statutory no smoking places has a significant decline, the positive effects of smoke-free legislation for the control of tobacco hazards presents. But at the same time the regulation has also encountered many difficulties and problems in the implementation process, the reason can be traced back to the hysteresis of the legal texts. The author’s central ideas are: the impact assessment of regulation provided the evidence base for the future; and the further enhancement of Shanghai tobacco effects could only seek a breakthrough from the design and amendment of the rules of law.

    Lanzhou city public places tobacco control ordinance was formally promulgated and implemented on January 1, 2014. This law has played a positive role in promoting the introduction of tobacco control legislation in the western region as well as national legislation. In this paper, the author discussed the successful experience in various aspects of tobacco control legislation in Lanzhou, including the tobacco control places, law enforcement body, unit responsibilities and law enforcement model. We hope it will provide valuable experience for other western pro-vinces and national smoke-free legislation.

    The Shenyang Health Education Center in May, 2012 conducted a survey on the smoking behavior among doctors, teachers and civil servants. Results shows that the average daily cigarette consumption was 12.2 in the smokers among doctors, teachers and civil servant, 22.7% (302/1329) of them smoke the first cigarette within 5 min after wake up every day; among the young smokers, 54.8% (286/522) started smoking before the age of 20; On average, the daily consumption of smokers among doctors, teachers and civil servants is high with large number of heavy smokers and more addicted to cigarettes; 44.8% (596/1329) of the smokers want to quit smoking, the quitting behavior mainly rely on their own perseverance (88.4%,433/490), quit smoking drugs use rate (19.2%,94/490) and smoking cessation clinic utilization rate (12.2%,60/490) are very low. We should put forward specific mandatory requirements for these special population like doctors and teachers, in order to encourage smokers to quit smoking and to reduce the smoking rates. We also should strengthen the training of doctors, encourage them to provide a brief smoking cessation intervention, and recommend patients to smoking cessation clinic and relevant services.

    The Article 8 of the World Health Organization Framework Convention on Tobacco Control (hereinafter referred to as the Convention) provides that governments must legislate to prevent the public from exposure to tobacco smoke. By the end of 2010, there have been 31 countries worldwide banning on smoking in work places, public places and public transport through the way of legislation. The practice of these countries proves that legislation is the only way for tobacco control.Implementation legislation on tobacco control is the responsibility of all le-vels of the governments from parties to the Convention. The standing committee of the Guangzhou Municipal People’s Congress and the government attach great importance to tobacco control legislation, and believe it is the legal weapon in tobacco control work. Thirteen deputies to the National People’s Congress put forward the draft of The Tobacco Control Regulations in Guangzhou (hereinafter referred to as the Regulation) during the two sessions in 2009. Municipal People’s Congress started the legislative process soon and passed the Regulation smoothly. The formal implementation was approved on Sep 1st 2010 by the standing committee of Provincial People’s Congress. At present, the Regulation plays a positive role on tobacco control.

    The epidemic of tobacco is a serious public health problem, the establishment and implementation of comprehensive smoke-free laws which meet the requirements of “World Health Organization Framework Convention on Tobacco Control” is an important measure to effectively control the tobacco epidemic. This article described the main characteristics of the newly revised “Regulations of Shenzhen Special Economic Zone on Tobacco Control”, and summarized the measures and effects to guarantee the effective implementation of the legislation from multi-sectoral coordination mechanisms, multi-level monitoring mechanism, capacity building of law enforcement and social mobilization and so on, so as to provide references for other cities or regions to promote tobacco control legislation and enforcement.

    The Regulation on Preventing the Harms Caused by Second-hand Tobacco Smoke in Harbin has been implemented since May 31st, 2012, which was the local tobacco control laws and regulations that most conformed to World Health Organization Framework Convention on Tobacco Control (WHO FCTC) in our country at that time and has played an important role of demonstration and promotion in tobacco control legislation in the whole country and other cities. The paper explores the successful practical experience of the regulations legislation from multi-sectoral cooperation and social mobilization. The pointcut of the regulations’ title is preventing hazards of se-condhand tobacco and smoke, taking total protection as principle, emphasizing the public’s right of health and avoiding the direct conflict and contradiction brought from tobacco control and smoke prevention effectively. The paper focuses on introducing the advancement of the regulations from the design of law enforcement principles, law enforcement concept, law enforcement mode and law enforcement methods, and discusses the strategies of tobacco control legislation and issues need to be addressed.
    Effect analysis of compensation policy on TB auxiliary drug included in new rural cooperative medical scheme in Xinmi city

    Objective To explore the compensation policy effect of TB auxiliary drug included in new rural cooperative medical scheme(NCMS) in Xinmi city.Methods In addition to the free policy, since June 1, 2008, NCMS compensated 40% (increased to 60% in 2011, to 70% in 2014)of the TB auxiliary drugs for pulmonary tuberculosis patients participating the NCMS(From Jun.2008 to Jun.2014, a total of 3326 patients participated the NCMS).The annually supreme compensation limits per person was 600 Yuan (increased to 1200 Yuan in 2011, increased to 2000 Yuan in 2014).Results After 6 years of implementation, the compensation policy has reimbursed a total of 1 865 461.50 Yuan RMB for 3018 cases of tuberculosis patients participated in NCMS, with an average of 618.11 Yuan per patient. The per capita amount of compensation increases with the proportion of total amount to be reimbursed and the capping lines, the number of people received compensation accounted for 90.7%(3018/3326)of tuberculosis patients participating NCSM. Another 9.3% of tuberculosis patients did not receive the compensation due to no complications and no need for auxiliary drug.Conclusion The compensation method for TB auxiliary drug is appropriate, and achieved obvious effect.
    Research on the relationship between the psychological characteristics and treatment compliance of patients with retreated pulmonary tuberculosis

    Objective To study the individual psychological characteristics, treatment compliance and the relationship of retreated pulmonary tuberculosis patients.Methods The Eysenck Personality Questionnai (EPQ) (including extraversion, psychoticism, neuroticism and lie), the Symptom Checklist 90 (SCL-90) and self-designed questionnaire on treatment compliance of retreated pulmonary tuberculosis patients were used. Three hundred questionnaires were delivered and 290 effective copies were retrieved. Patients’ physiological and psychological features and treatment compliance were described, and the relationship between psychological characteristics and treatment compliance was analyzed and compared with the national norms.Results Extraversion scale and psychoticism scale were (55.51±9.54) and (46.46±10.48) respectively, which were less than the national norms ((57.75±8.26) and (48.14±9.74) respectively). The t values were 99.12 and 75.51, and P values were both less than 0.01. The neuroticism scale (57.47±10.91) was more than the national norms (41.27±9.42).The t value was 89.72 and P value was less than 0.01. According to the correlation analysis of Spearman, the patients’ score (44.56±9.27) of E, P, N and L were positively correlated with their treatment compliance (the related coefficient was 0.692, 0.328, 0.280 and 0.240 respectively. The P values were all less than 0.01).Conclusion Retreated pulmonary tuberculosis patients have introversive personality, and they have psychological problems such as anxiety, depression, doubt, etc. The treatment compliance of patients with above problems is very poor. The psychological problems of retreated pulmonary tuberculosis patients need to be solved. According to the characteristics of different patient groups, the effective care measures should be provided to improve the treatment compliance and cure tuberculosis.
