摘要/Abstract

摘要： 制定和实施无烟法规是遏制烟草流行,保护公民免受二手烟危害的有效措施,而结合实际情况制定符合WHO《烟草控制框架公约》(Framework Convention on Tobacco Control,FCTC)要求的控烟法规是我国控烟工作面临的一大挑战。通过对天津市控烟立法历程进行回顾,具体阐述从社会动员、政策倡导、宣传和创建等多方面推动地方立法的经验和收获,期待其有助于促进更多城市和地区的控烟立法。

Abstract: Implementing smoke free law is the most effective method that crabs the epidemic of tobacco use and protects the public from the secondhand smoke exposure. However, it is a huge challenge to formulate a smoke free law in China which would coincide with the Articles of FCTC. The authors reviewed the legislation process of the tobacco control ACT in Tianjin and addressed the experience and achievements on developing a smoke free law promoted by social mobilization, policy advocacy, dissemination and smoke free environment creation promote more smoke free laws in city and regions.
